Man jailed for stealing car


A 29-year-old man from High Wycombe has been jailed for stealing a white Ford Fiesta in Keep Hill Road, High Wycombe, on 28 October.

Gordon Thomas Finlay McKay of Cherry Street, High Wycombe, was found guilty at High Wycombe Magistrates’ Court on Friday, 28 October, and is now in prison.

Det Sgt Robin Hughes High Wycombe’s Priority Crime Team said: “Gordon McKay is a prolific thief and sending him to jail means residents are less likely to become victims of crime.”

October Update


This month’s update for the wards of Abbey & Ryemead is brought to you by PC Andrew Gilbert.

October is always the month when we see the nights drawing in and people start to turn their thoughts to winter and the festive season. For us it also brings a big upturn in potential crime. Our job is to pre-empt and hopefully prevent it.
Halloween and Bonfire night always lead to an upsurge in anti-social behaviour (ASB). This year we are running Operation Grim Reaper where all of the Neighbourhood Policing Team will be working evening and night shifts to tackle it. Halloween should be a time for much fun but not everyone appreciates being threatened with “trick or treat”. Please call the police if you are not happy with the activities of children in your area. Also please report any sightings of children carrying fireworks. Unorganised firework displays can also cause much distress and be dangerous so we will tackle these where we can.
The other activity we will be concentrating on is burglaries. In past years it has been proven that burglaries increase when the clocks go back an hour. Burglars love the dark nights so please remember to lock all doors and windows, and try not to leave your house in darkness when going out.

Parking
There have been no new significant parking problems this month. We have worked with Beechview School to encourage parents to respect residents when parking on Guinion’s Road and this has massively reduced the parking problems.

Speeding
There are no new speeding problems this month.

Anti-Social Behaviour
There appears to be an increase in calls from around the Poets Corner area of Abbey. This is predominantly in the roads around Shelley Road. Callers have complained of cars parking up, possibly drug taking, and also doing wheel spins in their cars. We will try and tackle this while working on Operation Grim Reaper, but if not we will try and set up an operation afterwards.
Problems also seem to be reappearing along Westover Street. This is a reoccurring problem which we will go back to.

Good News
At the start of the month three schools in our area reported a suspicious male on their premises. In one of the schools he had managed to enter a building and steal some money. Throughout the month this male has been identified and is currently in prison awaiting to be interviewed.

Offenders brought to justice
A male was charged with assaulting a police officer on the London Road
A male received a fixed penalty notice for cannabis possession.
Three males were charged with assault occasioning actual bodily harm at three separate locations within Cressex.
A male was charged with criminal damage to a car in Gillfield Close.

September Update


This month’s update for the wards of Abbey and Ryemead is brought to you by PC Andrew Gilbert.

September has been a relatively quiet month as the children have gone back to school. Operation Gauntlet proved a huge success with no recorded robberies on The Rye during the school holidays, and anti-social behaviour down. Numerous people filled in the questionnaire with the PCSOs to say how much safer they felt having a mobile police station on The Rye during the summer holidays.

The new school term has seen us attend the schools to tackle a few issues usually brought about by children entering new school years. We will be endeavouring to work with the schools to educate the children about aspects of crime and safety to point them in the right direction.

Speeding
There have been no new speeding problems identified this month.

Parking
The regular problems with parking surround schools and Wycombe Rugby Club in September. The problems at the schools seem to be well marshalled at the moment by the PCSOs and have not caused any problems above the ordinary. We will continue to work with the Rugby Club to request members do not park along Kingsmead Road but until offences occur our hands our tied.

Anti-Social Behaviour
Despite the erection of gates after 11pm, it appears there are still problems with some cars displaying in the retail park in the early evening. Patrols help prevent a lot of this and we are continuing to work with the retail park owners to come to a more permanent solution.

Good News
Intelligence was received about regular drug dealing occurring at a property in Queens Road. A warrant was obtained and executed leading to the detention of three people. After an investigation one of the men received a caution for possession of drugs while the other two were released without further action.

Crime Prevention Advice
It has become apparent that there is an increase in theft of number plates especially in Wycombe Marsh area. Criminals find this an easy target, as they steal number plates, commit crime, and then discard the number plates. This makes them harder to detect. All makes, models and ages of cars could be targeted. Please make sure you park your car as securely as possible, either in a garage, or driveway, or somewhere overlooked by houses. We can provide tamper-proof number plate screws for anyone who would like them.

Offenders Brought to Justice

A woman was charged with dangerous driving in London Road and a man was cautioned with possession of cannabis in Halifax Road.

August Update

August is always a busy month as children are off school and looking for things to do.

Operation Gauntlet has continued to run throughout August on the Rye as we continue to tackle robberies and anti-social behaviour on the Rye and in the Town Centre. So far it has been highly successful with no recorded robberies on the Rye. Hopefully I can bring the full figures next month.

Good News
The graffiti mural on the Abbey Underpass has now been completed, as part of a project between PCSO Criona Riordan Thames Valley Police and Wycombe Youth Action.
The mural was funded by many partnership agencies, such as Bucks Drugs and Team, Neighbourhood Action Group, Joint Action Group and the Council.
The mural has brightened up the underpass which has suffered from criminal damage forcing the council to spend a large amount of money a year getting rid of the graffiti; the mural is now coated with a protective material to prevent it from getting vandalised. Both the walls in the subway now have a vibrant young feel with a design that reflects Wycombe in a positive way highlighting its assets, including the town’s landmarks with a colourful and child friendly element to it.

We have already received many complimentary remarks from members of the public and had interest from the press, so look out for the Bucks Free Press story.


Anti-social behaviour
It has been a good month for anti-social behaviour with no specific areas causing a problem. There has been a small increase of phone calls around the Kings Road and Beech Close which we will continue to monitor. Thank you to the residents around there who have assisted us.
Since the gates have been installed on the Wycombe Retail Park this has massively reduced the problems we were having with cars displaying. It appears that the problem has been eradicated during the night, but sometimes cars still get in there and cause a nuisance before the gates get locked.

Speeding
An Automatic Number Plate Recognition (ANPR) road safety check was conducted on 12th August on the Marlow Hill. It produced the following results.

Seat belt offences
• 28 offences including 2 persons dealt with regarding child seat belt/safety matters.
Vehicle road-worthiness offences -
• 4 offences (excessively tinted front windows)
Road tax
• 2 offences
Goods vehicle offences
• Numerous offences committed by 1 driver concerning driver’s hours and failing to keep tachograph records. Dealt with by way of graduated fixed penalty and the driver was prohibited from driving until he had taken a daily rest break.
Mobile phone offences
• 2 offences dealt with by fixed penalty
Also stopped was driver suspected of drink driving, alcohol was suspected but he blew a “pass” on the breathalyser. He was given a fixed penalty for no tax displayed.

Parking
There have been no specific parking problems this month.

Crime Prevention
The PCSOs have been working hard throughout August on the “Clear Car Campaign” which has been promoted jointly by Thames Valley Police and Wycombe District Council. We have written to owners where valuables were clearly visible in parked cars to warn them about the potential dangers. Please remember not to leave anything on display that will invite potential thieves.

A man was issued a cannabis warning on the London Road
A man was charged with Actual Bodily Harm and public order offences for a domestic related incident on the Rye.
Another man was cautioned for public disorder on the Rye
Two men were issued with cautions for an Actual Bodily Harm incident on London Road
A man received a caution for an assault in the Wycombe Retail Park
A female received a caution for criminal damage to a car in Queens Road.
A female received a caution for public disorder and possession of cannabis in Gomm Road.
A man was charged with theft of a vehicle from Shelley Road.
Another man was charged with possession of a knife on Marlow Hill.

July Update


This month’s neighbourhood update for Abbey and Ryemead comes from PC Andrew Gilbert:

July has been another busy month in the neighbourhood and has seen the break up of schools and the start of the summer holidays.
This has meant the start of our annual Operation Gauntlet which is intended to tackle violent crime on the Rye and Town Centre. This operation was first initiated two years ago after it was noticed that violent crime increased during the summer holidays. The results last year were remarkable with a dramatic decrease in robberies. This year we have a mobile police station on the Rye during office hours with officers giving out crime prevention. Please come down and see us on the Rye.

Anti-Social Behaviour
This month has seen a rise in the number of calls we have been receiving about mini motos. Primarily groups of young boys have been whizzing around the fields and woods around Tom Burt’s Wood and Poet’s Corner area. This is anti-social, dangerous and illegal. Mini motos can strictly only be ridden on private land. Police Community Support Officer Riordan has done some sterling work in identifying the offenders and Section 59 warnings have been issued to all those concerned. Unfortunately we can’t seize their bikes until we catch them in the act but at the moment the warnings seem to have worked. Please continue to call in if these mini motos continue to be a problem.

Parking
There have no serious parking problems this month. We have found there have been a growing number of calls regarding heavy parking around the King’s Road area. This will be monitored and tickets issued where appropriate.

Speeding
There have been no specific speeding issues this month.

Good News
There is now access on the web site to see the level of crime in Abbey and Ryemead. In the three months from April to June this year all crime was down by 20 per cent. The biggest decrease was in burglaries which were down by 40 per cent. This is excellent news.
After nearly a year of negotiations we have persuaded the owners of Wycombe Retail Park to put a gate up at the entrance during the night. Since this has happened we have not had one single phone call of people displaying their cars in the car park.

Offenders brought to justice
A man received a caution for assault in Queen’s Road.
A man was charged for possession of cannabis in Pinions Road.
A man admitted a burglary in Queen’s Road and another man admitted a burglary on London Road. Both offences will be taken into consideration.
A manager from an Off Licence in Wycombe Marsh received a penalty notice for selling alcohol to an under 18.
Two boys received Youth Restorative Disposals for stealing bikes on the Rye.
A man was cautioned with shoplifting in the Shell Petrol Station in Cressex.
A man received a Penalty Notice for being drunk and disorderly on Marlow Hill.

Crime Prevention
If you come to see us on the Rye we can mark your bikes and mobile phones with property markers and give out pens that you can use at home. Also be aware of a website www.immobilise.com which allows you to record all of your valuables on a website so they are easier to return to you should they get stolen.

NAG
The next NAG will be on Wednesday 11 August at 7pm at the Cricket Club. There will also be a monthly Beat Surgery on Monday 9 August between 2pm and 4pm on the Rye.

I would also like to welcome our new Sergeant, Steve Why to the area. From this month, Sgt Why will be the neighbourhood sergeant for our area and I know he is keen to meet residents.

June Update


This month’s neighbourhood update for Abbey and Ryemead is given by PC Andrew Gilbert:

Anti-Social Behaviour
This is always a time of year to be weary as school children finish their exams and find they have more time to play outside. So far this month we have had no significant increase in anti-social behaviour within Ryemead. In Abbey I am really pleased to report that we are getting far fewer calls relating to anti-social behaviour along West End Road area due to the hard work from PCSOs Nik Abbott and Criona Riordan. However there seems to be a sudden increase in reports of children on mini-motos around the Poet’s Corner area of Abbey. This is a relatively new problem and we shall attempt to target resources up there straight away to nip the problem in the bud. They can be a terrible nuisance to residents and potentially very dangerous.

Speeding
We will be carrying out a major speeding operation along with the Roads Policing team on 30 June and hopefully I will be able to update you with the results next month. This will concentrate on Coronation Road in Abbey and Kingsmead Road in Ryemead where we get the most complaints.

Parking
We have had no new complaints about parking this month. I am still waiting to hear the results of the fire brigade attempting to run their vehicles down Freer Crescent and Ludlow Mews following last months updates.

Good news
The best bit of news this month was the arrest and charge of a young girl from our area who has been causing a nuisance for months by knocking on doors and asking people for small amounts of money on false pretences. After much work collating evidence we arrested her and charged her with eight counts of fraud. At the moment she is on bail pending pre-sentence reports, but she has conditions not to knock on doors and has also signed an Acceptable Behaviour Contract not to do so, which means we need a lot less evidence to arrest her in future.

Offenders brought to justice
A well known Wycombe man has been charged with possession of drugs with intent to supply from the London Road.
A man was given a fine for disorder on Station Road and another on Keep Hill. Another man was given a PND for possession of drugs in Fennells Road
One man was given a caution for possession of drugs in Alexandra Road and another on London Road. Another man was cautioned for possession of a knife on London Road.
One man was given a PND for shoplifting in B&Q, London Road
One man was given a caution for Theft from a Motor Vehicle in Kingsmead Park.
One man was given a caution for theft of a phone in the Rye.

Crime Prevention
On our patrols we notice more and more windows left open in the hot weather. Please remember an open window is an open invitation to a burglar so ensure you never leave doors and windows open unless you are in the house.

Neighbourhood Action Group (NAG)
The next NAG is on 7 July 2010 at the cricket club. As mentioned last month we are looking to use the Community Payback scheme as much as possible so if you have any ideas of where it can be used please contact us.

I would like to publicise our Wellbeing Day which is being held on 9 July between 10am and 3pm. It is a joint venture between the police and Wycombe District Council held in the Town Hall, Queen Victoria Road, High Wycombe and will include bingo, a raffle and refreshments. It will also include information on crime prevention and we will be giving out free smoke detectors and offering a free mini health check. Please come and join us.

The next ‘Have Your Say’ meeting will be held on Monday 12 July at 2pm behind the Wendover Arms. This is your opportunity to meet your neighbourhood team and pass on any concerns you have in your area. Please come and find us.

Operation Rye Safe sees 73% fall in crime


The Wycombe Community Safety Partnership launched an operation to keep residents safe across Wycombe town centre during the May half-term holiday and as a result saw a 73.9 per cent fall in crime.

Operation Rye Safe ran between Saturday 29 May and Sunday 6 June and despite its name, the operation was also aimed at reducing crime in Desborough Road, the area around the bus station as well as on The Rye.

Officers decided to run the operation after analysis showed the school holidays to be a time of higher risk of robbery across Wycombe Local Police Area (LPA).

Officers from the Mounted Section joined officers and Police Community Support Officers on foot to patrol the hotspot areas and representatives from the Community Safety Partnership were on The Rye talking to people and gave advice and information.

During the operation, no crime was reported on the Rye and in Totteridge South crime was significantly lower compared to the same period last year with only six crimes reported. In comparison there were 23 crimes reported for the same period last year and crime overall is down 73.9 per cent.

During the operation a marquee was set up were people could go and get their property security marked, focussing on bicycles and electronic goods such as mobile phones and iPods. In total 85 items were security marked by officers which will protect the goods from being stolen and can be traced back to the owner if they are lost or stolen and recovered.

May Update


Here is the latest Ryemead and Abbey neighbourhood update from PC Andrew Gilbert.

Anti-social Behaviour: May has seen the continuation of the good British weather, and two Bank Holidays. May has also given us a chance to put the enforcement of the new “no-drinking zones” into use. The no-drinking zone gives police the power to seize drink from anyone who may be causing anti-social behaviour. We will not be spoiling anyone’s picnics but we will be disrupting anyone who is making life unpleasant for those around them.
At the start of the month we put a lot of effort into increasing visible officers onto The Rye during the Bank Holiday weekend and this had the desired effect of zero robberies reported that weekend (in previous years the good weather has lead to an increase in robberies on The Rye). We also had an operation in place for the last Bank Holiday in May which included the schools’ half term. This saw more police and a mobile police station on The Rye, which ensured that people can enjoy themselves safely.

Parking: There are some new parking issues around Freer Crescent, Appletree Close and Ludlow Mews. PCSOs have been made aware and will issue tickets accordingly. We also work alongside the fire brigade who can assist. They will attempt to drive their fire engines down these narrow roads and if they are unable to do so due to inconsiderate parking they can issue educational letters. Unfortunately in a real emergency there will be no such niceties and the cars will be forcibly removed.

Speeding: No new surprises on speeding. An operation took place on Desborough Avenue which issued 17 seat belt offences and 3 mobile phone tickets in two hours. Speed indication device work continues to take place on Coronation Road and Kingsmead Road.

Good News: Last month we had several phone calls from people on The Rye complaining about a gentleman with a dangerous dog attacking people. After speaking to several witnesses we managed to identify that man and after arresting him, have persuaded him to give the dog up to an organisation more capable of controlling it. Since then we have received no phone calls about this.

Crime Prevention: I have mentioned this before in the monthly update, but there is still one young girl causing a nuisance to the community by continually begging. If anyone knocks on your door asking for money please refuse their request. Call the police immediately on 08458 505505 and tell your neighbours.

Offenders brought to justice:
A man received a caution for a public order offence and another man was charged with assault, both incidents happened in The Rye.
A man was cautioned and female charged separately for shoplifting at B&Q and another man was charged for a public order offence at the same location.
A man was issued with a fixed penalty notice for a public order offence in Queen’s Road and another man received a cannabis warning in the Wye Industrial Estate and another in Kingsmead Road. Finally, a man was cautioned for criminal damage in Beech Road.

Neighbourhood Action Group (NAG)
The NAG met as usual and it was decided that one area of success has been the parking problems around Fennels Road. Along with the council we have done a lot of work in trying to clean up the parking problems which has been achieved. A recent leaflet drop asking residents to let us know if problems were still occurring has lead to no replies.
We are trying to find schemes where the Community Payback Team could be used. If you have any ideas for areas that need clearing up please let us know.

Distraction!


POLICE are warning of a ‘con’ involving a ‘well spoken’ young woman knocking on doors in High Wycombe and asking for money.

They say she tells householders she has lost her purse and ‘needs money to get somewhere to visit a relative, has no money for her gas or electric, etc’.

Police said: “This is a con - please do not give her money.”

She is described as white, ‘well spoken and polite’, in her early 20s, slim and with her hair pulled back into a pony tail. She has a tattoo on the inside of her left wrist.

Operation Rye Safe

The Wycombe Community Safety Partnership has launched an operation to keep you and your belongings safe across Wycombe town centre this half-term holiday.

Sgt Matt Myers is running the operation. He said: “We ran a similar operation over the summer holidays last year which had some great results and showed what a difference can be made by taking a pre-emptive strike against crime.

“Street robbery is down by 40 per cent in Wycombe this year and it’s a trend we are determined to maintain.”

New No Drinking Zone

April Update

We have been experiencing some of the best weather this year, a considerable change from the severe weather of early 2010. This beautiful weather attracts large gatherings on the Rye of all ages as well as fun fair’s creating amusement for young and old.

Anti-social behaviour:

With the continuing excellent weather, anti-social behaviour is usually the neighbourhood priority that begins to increase. This excellent weather does bring out large gatherings particularly on the Rye, so we advise you to keep your belongings with you at all times. However the emerging hot spot of West End Road has seen a fall in complaints and appears to remain anti-social free. If you are aware of any areas suffering from anti-social behaviour and feel increased patrols would solve the problem, please call 08458 505 505, you can also contact the Public Safety Team on 01494 461000. There is now a new and extended no drinking zone which is in effect which stretches from the boundaries of Keep Hill Road all the way up Amersham Hill and across to Desborough Park Road.

Speeding:

Our main long-term problem is Coronation Road. A Speeding operation was carried out whereby 11 vehicles were issued speeding fines. On 8 April a roads policing operation took place in Desborough Avenue. Of the 76 vehicles stopped, 75 were ticketed; 66 for not wearing a seat belt and seven for driving whilst on their mobile phone. Speed Indication Surveys are continually being carried out throughout the month to build up an idea where our problem areas are.

Parking:

The biggest issue with parking remains to be during school opening and closing time. The PCSO’s are fully aware of these issues and will continue to patrol the areas when possible in conjunction with Wycombe District Council’s civil enforcement officers. Parking tickets have been issued and will continue to be along Carrington Road for vehicles blocking drives, pathways and parking either side of the road.


We have had a continual problem with a house in London Road and it being used by squatters. Through working closely with the council and the home owner we have been able to move on the squatters and secure the premise which was attracting a whole number of anti-social issues. The premise is due to be renovated in May.

There has unfortunately been an increase in burglaries this month throughout Wycombe. Due to the good weather people are leaving windows and doors open and we advise people that when leaving the property, even if it is to sit in the garden, that it is best to lock all windows, and keep all doors secure. It is a good idea to mark your property, there will be property marking events at local schools and during the summer a mobile police station where this can be done, alternatively if you see you local Police Community Support Officer and ask for a UV Pen they would be only too happy to oblige.


Offenders brought to justice:

A warrant was executed on a house on Queens Road regarding a theft offence.
A local man asked for an attempted burglary dwelling at Mallard Place, Kingsmead Road, to be taken into consideration at court.
A local man was arrested and charged with robbery of a young boy on the Rye, High Wycombe.
A man was cautioned with possession of cannabis on London Road, High Wycombe
A man was charged with public indecency at the Irish Club on London Road, High Wycombe.
A man was arrested for possession of drugs on Aveling Road
A Fixed Penalty Notice was issued to a man for disorder on the Rye, High Wycombe.

Good News

The Wycombe Community Safety Partnership has been recognised as among the best in Britain after cutting crime in the town.

In the past year there have been 743 fewer victims of serious acquisitive crime, which includes, burglary, autocrime and robbery.

Ch Insp Colin Seaton, Deputy Police Area Commander, said: “Receiving this award is an outstanding achievement for the partnership and recognises the work carried out over the last year but it is the reduction in crime that is the real cause for celebration and a fantastic result not just the partnership, but more importantly, the community.
“We will continue to work in partnership to engage with the community, respond to their concerns, and hopefully reduce crime in the area even further.”

This is extremely encouraging news and hopefully will spur us on to achieve more.

Anti-social Behaviour:

This is one of the neighbourhood priorities, although we are lucky that our wards are relatively anti-social free. We do have some emerging hotspots on West End Street and Rosebery Ave so please ring police whenever you are not happy about behaviour happening on your street. If we are aware of it we can increase patrols in your area. You can also ring the Public Safety Team which is part of Wycombe Council on 01494 461000.

Speeding:

One of the main long-term problems in our area continues to be Coronation Road. Some good Speed Indication Device work has been carried out on this road by the PCSOs showing that speeding regularly exceeds 40mph and we are currently planning another operation on that road.

Parking:

The biggest consistent parking problem is still surrounding schools in the mornings and afternoons. The PCSOs have continued to work hard around the schools at this time and parking complaints have definitely decreased.

Last week a meeting was held between various departments of the council, the Public Safety Team and police to discuss the parking issues on Fennels Road. It was agreed that vast improvements have occurred on Fennels Road and complaints have stopped coming in. We will continue to monitor the situation but it is good to report this fact.

Some notable incidents which have occurred this month in our area was the disturbing incident of a man committing indecent exposure outside High Wycombe High School. This has obvious repercussions and we are working with the school to try and establish who this male is.

There has also been an increase in burglaries across the whole of High Wycombe generally. We are still receiving reports of a young girl knocking on doors asking for a small amount of money, and burglaries happening in those streets a few hours later. If you have any suspicious incidents of strangers asking you for money please call us. There are also several incidents of distraction burglaries occurring, some of them claiming to be police officers. If these people knock on your door unexpectedly ask to see their identification, close the door and phone up the relevant organisation using a phone number from the Yellow Pages or internet.

A man was charged with burglary for an offence this month in Tadros Court

A man received a caution for using a false card in Argos

Two men received penalty notices for disorder in the Wye Retail Park

A man received a caution for possession of cannabis on the London Road and another on the Marlow Hill

A woman received a Penalty Notice for shoplifting in Marks and Spencer

A man received a caution for an assault in Marks and Spencer

A man was charged with exposure in Warren Wood Drive

A man received a caution for criminal damage in Conifer Rise and another man received a caution for a similar offence on Marlow Hill

Anti-social Behaviour

This is our third priority and usually increases in the sunnier months. Incidents have been reported on London Road and Kingsmead Road as well as West End Street and Wendover Street. Young and old people meet in groups at Rye Park, drink alcohol and use noisy quad bikes anti-socially. Parking

Parking has been voted the number one priority in the Abbey and Ryemead Neighbourhood. There are issues with vehicles in areas of the Abbey and Ryemead districts causing inconvenience to residents and service users. These problems presist particulary around school opening and closing times, as well as in the Wycombe Marsh area. Frequent patrols are in effect, with tickets being issued and if necessary vehicles removed for obstruction.

Speeding

Speeding has been voted by you, the members of the public, as one of our priorities. The following roads have been identified as having issues regarding speeding; Desborough Avenue, Daws Hill Lane, Coronation Road, Kingsmead Road and Marlow Hill. Speed enforcement checks are being carried out on all roads, as well as Speed Indication Device surveys.
